If you notice your server has plenty of resources available (ram, cpu, swap space), but things are going rather slow, it could be that you are simply dealing with a large amount of traffic, and do no have the bandwidth to support it! To see how many connections run the following command over ssh:

netstat -na | grep :80 | wc -l

This will show you how many connections you have inbound to port 80 (http traffic). This will give you a better idea on how you need to go about upgrading your server, bandwidth, or maybe both!
